Hello fellow assessors, appraisers, auditors, tax consultants, administrators and other professionals. I hope very much the last few months have gone well for you. The start of the year is usually a very busy time with assessments either having already been sent out or just about to be sent and the corresponding work involved with speaking with taxpayers, reviewing assessments and preparing for the year ahead. My best wishes to you as you carry out your professional responsibilities. I wanted to talk about the upcoming conference. I am very excited to be able to come together as an organization and meet in-person once again. The conference is an exciting one with a bunch of interesting and very relevant sessions. The Conference Planning Committee led by our two most recent Presidents, Scott Powell and Stephen Leroux, has been working hard to develop a program that meets many needs including relevant and timely education and a safe and fun return to in-person events for our great organization. Among many great features of the conference, I am excited about a special recognition event for all of those who have achieved their AMAA designation over the past three years. Those who, if it were not for the extraordinary pandemic, would have received their designations at the 2020 and 2021 conferences had they been in-person, will be able to be recognized along with those who have achieved their designations for this year’s conference. This, along with many other wonderful events, will make this year’s conference one to remember. I want to personally extend an invitation to you to join us at the conference. I think it is high time we get together and celebrate our profession once more. I hope to see many of you there. The Annual General Meeting of the Alberta Assessors' Association has been scheduled for Tuesday, April 12, 2022, at 2:00 p.m. We are again hosting this online so that all members have the opportunity to attend without the added expense of time and travel. We encourage everyone to attend with a special and more urgent request for regulated members to tune in. A quorum of 20% of regulated members (Candidate or AMAA) is necessary to hold this Meeting. We have, in the past, celebrated new Accreditations and long service award recipients at the AGM - these have been moved to a Conference Awards Reception on Wednesday, April 27. This will allow for the recognition of three (3) years’ of delayed “in person” celebrations with many more recipients and for a more efficient AGM. A link will be posted on the website in early April. |
Forward. Together - Conference 2022 - Registration Is Open!
Yes, it’s shorter. And, yes, the itinerary is different, but the Practice Review Committee and Conference Planning Team have worked hard to create a program for the 2022 Conference that is considerate of members’ time and budget. As far as education goes, the topics that will be explored during the four day event are pulled from surveys and suggestions by members that are invaluable to the Practice Review Committee’s planning. The Conference program planners dealt with a shorter schedule by concentrating on subject and speakers that will offer intriguing perspectives on matters directly related to practice. The Executive Committee did choose to consider this the “coming out” event, post-pandemic, and committed to an in-person program that will be true to the theme of “Forward. Together.” The focus of the 2022 opening presentation will be on reconnecting with community, especially assessors reconnecting with their professional community after two years of isolation, of meeting via computer screens and phone calls, and of maintaining the health and security of personal “bubbles.” We’re not necessarily clear, but we’ve made it to this point. We hope that you will make it to Banff and celebrate your own successful navigation of practice in the last two years and the achievements of our members, especially members whose achievements have not been recognized by their peers since 2019. Battle of AssessorsHockey’s back! If you refer to the itinerary above, the Assessors’ Hockey game is scheduled for 5:00 p.m Tuesday, April 26 at the Fenlands Recreation Centre, 100 Norquay Road, Banff T1L 1A1. Contact Collin Hindman (chindman@stalbert.ca) or Mike Krim (mike@tanmarconsulting.com) for details and to register. There is a small fee per player to cover the ice rental and signed waivers are required. A link to the facility website is provided for updates related to health and safety. Why No Online Registration?The Association removed the online registration option as a result of a review of the fees added to the registration; we discovered that GST was not included in the final price. Registrations were charged the app’s registration fees and the credit card processing fees. Adding GST to or including it in the cost of registration had implications that were not anticipated; the choice to continue would have impacted the costs to the Association or the charges to the members. The decision to discontinue and use “paper” registrations seemed to be the least disruptive for members (many of whom had already chosen the pdf option). While we apologize that the far easier online registration/payment process is not available, the rest of the Whova app benefits remain once the app is downloaded. |
Legislation UpdateMembers may recall from the June 2021 issue, that the Association’s overarching legislation, POARA, was being reviewed as were memberships of “professional regulating organizations” (PROs) included under this umbrella act. The Association, via the Legislative Policy Committee and Administration, prepared review reports for the legislation and for the AAA’s membership to continue. In January 2022, representatives of the Association's Executive team attended a meeting to advise PROs of the upcoming tabling of the new or amended legislation(s) intended to "streamline" professional legislation. There are 22 PROs in the province, 13 are regulated under POARA and 9 have their own independent legislation. During this meeting specifically for POARA PROs, AAA representatives were pleased to hear Alberta Labour staff advise that no changes had been made to the membership of POARA. The Alberta Assessors’ Association remains a professional regulating organization with title protection in Alberta under POARA and this will continue under a proposed overarching legislation that will be tabled in April. What remains unknown are the details or detailed changes in a new Bill streamlining professional legislation. It is expected there will be changes to reporting requirements; a standardized professional conduct model for complaints and disciplinary actions and appeals; the possibility of amalgamating with similar professional organizations; and, modernization of language and processes.

Congratulations on Your Retirement - Neil Currie!
Neil served his last day with the City of Medicine Hat on December 30, 2021. He has been a valued employee with the City for nearly 8 years having started on March 3, 2014. He has been a leader and mentor for the department with the residential and condominium properties. Neil also took on the challenge of and completed the inspections, assessment calculation and data entry for the Business Improvement Area, the CCDA, for downtown Medicine Hat. He started his valuation career with SAMA while earning his LAAS, RI and PAg. He obtained his AMAA designation in August 2014 meeting the requirements of the interprovincial agreement and has continued to develop professionally by completing additional education courses. Neil will be missed for his knowledge, dedication and organization plus being a solid team member. All the best Neil! |

Accreditation Fees and Forms
The December newsletter included mention of membership and conference fee increases, but also advised that a number of fees paid in the accreditation process were consolidated into a single “Accreditation Fee” payable upon favourable review by the Registration Committee of an application for accreditation. This new Accreditation Fee of $425 replaces the Demonstration Review Fee ($100), the Application for Accreditation Fee ($200) and the Tools Written Challenge Exam fee ($350). Along with this fee change, new forms are required. The "Application for Accreditation" will no longer "trigger" a request for an oral examination. Candidates must now submit a request for an oral exam form and, upon successfully completing an oral exam, complete and submit an Application for Accreditation. |
Questions have come from members about the discipline process, specifically about “repeat” complaints about a member’s conduct (or “repeat” complainants) and whether such could rise to the level of harassment.
The expert advice provided to the Executive Committee and the Registrar is that each complaint is new regardless of whether the individual has lodged a complaint before, or if there is similarity to previous complaints. The principles of procedural fairness must be followed during the investigation of the complaint and during the hearing. When a complaint comes in, it is reviewed for clarity and may be investigated. The next step is for the Discipline Committee chair to either dismiss the complaint if it has no merit (frivolous or vexatious), or to refer the complaint to a panel of the Discipline Committee for a hearing. Throughout the investigation and the hearing both parties are entitled to be given a fair opportunity to present their case to an unbiased decision maker. A decision by the Chair to dismiss a complaint, may be appealed to the Executive Committee which shall either uphold the dismissal or direct a hearing. A complaint that has been decided after a hearing before a panel of the Discipline Committee may only be appealed to the Executive Committee by the member; the public complainant must apply to the Court of Queen’s Bench. |
